ROAD RESURFACING AND RELATED WORK – CONTRACT 22-29

INVITATION TO BID

The Town of Reading is accepting Sealed Bids for the ROAD RESURFACING AND RELATED WORK Project.  

The work under this contract consists of performing sidewalk and roadway resurfacing work including but not limited to paving, cold planning, reclamation, and grading at various locations throughout the Town of Reading, as required by the Town.  

Only contractors that have been prequalified by Mass DOT are eligible to bid on this contract. MassDOT will provide a list of Prequalified Construction Contractors to the Town of Reading.  Bidders will be verified at time of Bid Opening.

Bid Documents will be available after 9 a.m. on April 21, 2022 https://www.readingma.gov/Bids.aspx.  

All bids shall be submitted to the Reading Town Clerk’s Office prior to May 5, 2022 at 1:00 p.m.   

Each Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by a bid security in the amount of five percent (5%) of the amount Bid. The successful Bidder must furnish a Performance Bond and a Labor and Materials Payment Bond satisfactory in form to the Town, each in the amount of 100% of the Contract Amount from a surety authorized to do business in the Commonwealth of Massachusetts and acceptable to the Town.

It is the responsibility of prospective proposers and or bidders to check https://www.readingma.gov/Bids.aspx for new information any addenda or modifications to any solicitation.

It is the responsibility of the prospective bidder to keep current the email address or fax number of the bidder’s contact person and to monitor that email inbox or fax for communications from the Town of Reading, including requests for clarification. If any changes are made to this IFB, an addendum will be issued. Addenda will be emailed to all bidders on record as having downloaded the IFB.  The Town assumes no responsibility if a prospective bidder’s designated email address or fax number is not current, or if technical problems, including those with the prospective bidder’s computer, network or internet service provider (ISP) cause email communications sent to/from the prospective bidder to be lost or rejected by any means including email or spam filtering

Minimum Wage Rates as determined by the Commissioner of Department of Workforce Development under the provisions of the Massachusetts General Laws, Chapter 149, Section 26 to 27D, as amended, apply to this project. It is the responsibility of the Contractor, before bid opening, to request if necessary, any additional information on Minimum Wage Rates for those tradespeople who may be employed for the proposed work under this Contract.

The bidding and award of this Contract will be under the provisions of M.G.L. Chapter 30, Section 39M.

The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest.
